Fossil Fuel Tax Expenditures - Data Gaps and Reporting Guidelines

This document intends to point out existing gaps in FFS TE data while also providing best-practice guidelines on how to address those gaps. It is addressed to policy-makers who wish to conduct a self-evaluation of their tax system as well as international or local organizations who wish to assess the quality of government reporting on FFS TEs.
